August 2008 Concern has been expressed recently about the demolition, and possible demolition, of walls within the Topsham Conservation Area. There are many walls in Topsham that contribute to the heritage and character of the town, and which we believe should be preserved. The Topsham Society wrote to Exeter City Council in July, supporting Councillor Rob Newby’s proposal for what is called an Article 4 Direction to be made to give much greater protection than currently applies. Directions are made when the character of an area of acknowledged importance could be threatened. Katharine Metcalfe, the Conservation Officer at the City Council, has replied, and said that the Council proposes to look at the issue of demolition of walls, and creation of hardstandings, as part of an appraisal of the Topsham Conservation Area. A draft of the appraisal document is being prepared and will be published shortly for public consultation. The Topsham Society accepts that each case needs to be viewed on its individual merits, but believes that there should be a general presumption against the demolition of walls in the Conservation Area, and that this should be reflected in the draft appraisal document.
